I found it in my archive. You can try by editing gs.
00519883 80FA 64 cmp dl, 0x28
005196CD 3C 64 cmp al, 0x28
0x28 is the hexdecimal value = lv 40
Go to this page and chouse decimal > hexdecimal.
Set and find your hexdecimal code and change it in your gs. > 0x28
It may be necessary to edit the client part as well. I've never tried before.

Does it create a bug? maybe. For example, you have made the graduate level 60 and you may have the option to graduate at level 40. Also, you may not be able to ban the player until the specified level.
