The source of this problem is an error entirely related to SQL information.
If you are using SqlExpress, make sure you enter your information correctly. SqlExpress usually causes an error in the cert and billing part because of its name.
Write local ip directly . If the problem persists, use the "Sql evolution" version. This is the version I recommend.
